Property Hawk has learnt that the Government is to introduce a change in the planning rules which will now require landlords letting to more than 3 unrelated tenants in one property to require planning permission.
The new legislation will only apply to the creation of new Houses in Multiple Occupation ( HMO ) properties and the cost of an application for this change of use is £335 for each property.
The new rules will come into force in April.
The government will also grant automatic powers for local authorities to extend their powers of licensing over HMO properties giving them the right to licence HMO properties with 3 or more tenants without first applying for central government permission.
The Housing and Planning Minister John Healey also reiterated the government's intention to press ahead with the landlord licence.
