Yes. Leaseholders of flats can use:
a. RTM (leave freehold reversion ownership unchanged but take-over by Right To Manage); or
b. RTE (acquire freehold reversion ownership by Right To Enfranchise and- with it- all management powers).
However, neither of these applies to most flats on top of shops- unless the commercial elements' proportion < 25% of total internal floor area of the block).
